The Office carries out legal, organizational, technical, information, analytical and protocol support of the Government's activities, preparation of meetings of the Cabinet of Ministers and its Presidium, draft laws of the Republic of Uzbekistan, acts of the President of the Republic of Uzbekistan and the Cabinet of Ministers, development of "road maps", schedules, action programs, practical measures aimed at implementing the priority tasks of the country's socio-economic development.
The Office operates under the leadership of the Prime Minister of the Republic of Uzbekistan (hereinafter - the Prime Minister).
In carrying out the tasks assigned to it, the Office interacts with the Administration of the President of the Republic of Uzbekistan, the offices of the chambers of the Oliy Majlis of the Republic of Uzbekistan, the judiciary and the judicial community, as well as state and economic management bodies, local executive bodies and other organizations.
The main tasks of the Office are:
- elimination of existing shortcomings, as well as timely, clear and full implementation of the fundamental principle "It is not the people who should serve the state bodies, but the state bodies must serve the people";
- ensuring, together with state and economic management bodies, local executive authorities and other organizations, for the implementation of the powers of the Government determined by the Constitution of the Republic of Uzbekistan, the Law of the Republic of Uzbekistan "On the Cabinet of Ministers of the Republic of Uzbekistan", other laws of the Republic of Uzbekistan, as well as acts of the President of the Republic of Uzbekistan;
- ensuring a comprehensive analysis of trends in the country's socio-economic development, systemic monitoring of the dynamics of macroeconomic indicators, structural and institutional transformations, execution of the State budget of the Republic of Uzbekistan;
- coordination of work on the development of proposals on the most important priorities ensuring macroeconomic stability, further deepening of market reforms in industries and sectors of the economy, comprehensive development of territories, broad development of entrepreneurship, steady increase in employment and living standards of the population;
- organization of a systematic analysis of the implementation of state programs, as well as economic, social and administrative reforms in the sectors of the economy and territories of the country with the involvement of central economic departments and their territorial divisions, local executive authorities, as well as foreign experts;
- creation of a monitoring system for the implementation of state programs for the strategic development of economic and social sectors, state and territorial development programs;
- elaboration, based on the strategic goals of development and economic security of the country, proposals on the priorities of foreign economic cooperation of the republic with foreign states, regional associations of states, international economic organizations and financial institutions, aimed at further developing foreign economic relations, attracting foreign investment and increasing the export potential of the republic;
- ensuring high-quality and comprehensive economic, financial and legal expertise of draft regulatory legal acts, as well as the functioning of an integrated system for assessing the regulatory impact of legislative acts as an integral part of the process of their development and monitoring of application;
- ensuring systematic and effective control over the implementation of the laws of the Republic of Uzbekistan, acts and orders of the President of the Republic of Uzbekistan and the Government, protocols approved on the basis of the visits of the President of the Republic of Uzbekistan to the territory of the republic, minutes of meetings held under the chairmanship of the President of the Republic of Uzbekistan, plans of practical events ("road maps ») Based on the results of visits at the highest and high levels, as well as the course of implementation of targeted state development programs;
- preparation of proposals for enhancing the personal role and responsibility of members of the Government, heads of other executive authorities, khokims of all levels for the effective and efficient execution of the tasks and functions assigned to them;
- implementation of measures to strengthen the independence of ministries, state committees and departments in the effective and high-quality implementation of state policy in the assigned area, including in the management of financial resources, by introducing a clear system of coordination and control over the activities of subordinate organizations;
- ensuring high-quality and timely implementation of the target tasks specified in the Main criteria for assessing the effectiveness of activities and achieving target objectives by ministries, state committees and other government bodies (hereinafter - the Main criteria), improving the quality and effectiveness of the implementation of programs for the strategic development of economic and social sectors for the next , medium and long term;
- ensuring the coordinated work of government bodies and local executive bodies to effectively solve the promising tasks of the development of territories, first of all, those lagging behind in the economic and social development of rural areas and cities;
- coordination of work on the preparation of proposals for further reducing the administrative impact on the sectors of the economy and expanding market management mechanisms through clear regulation of the order and degree of state participation in economic activities, implementation of comprehensive measures to prevent, reduce and systemic counteraction to the “shadow economy”;
- ensuring a high level of performing discipline, taking measures to end the practice of numerous meetings, excessive correspondence and ineffective business trips;
- coordination of work on the preparation of proposals to reduce excessive administrative regulation by transferring certain state functions to private entities in order to reorient the activities of executive authorities to eliminate the causes and conditions of emerging problems, develop and implement comprehensive measures to introduce modern methods of organizing work;
- coordination of work on the preparation of proposals for improving the mechanisms of the vertical management system and interaction of executive authorities through the decentralization of public administration, expanding financial capabilities, the role and responsibility of local executive authorities, optimization of the number of central and middle management personnel;
- coordination of work on the preparation of proposals providing for further optimization and improvement of the activities of ministries, state committees and departments within the structure of the Government, as well as economic management bodies;
- taking measures to increase the personal responsibility of the heads of structural divisions of the Office for the validity of the proposals and draft documents submitted to the President of the Republic of Uzbekistan, the effectiveness of the implementation of these instructions and decisions, as well as the results achieved in the relevant area of work;
- ensuring professional development of managers and specialists of structural divisions of the Office.
The priority tasks of the Office are also determined annually based on the Address of the President of the Republic of Uzbekistan to the Oliy Majlis of the Republic of Uzbekistan.
The Office solves the tasks assigned to it through its structural divisions.
To carry out the tasks assigned to it, the Office performs the following functions:
- develops and implements specific measures to fulfill the tasks assigned to the Cabinet of Ministers in accordance with the Constitution of the Republic of Uzbekistan, the Law of the Republic of Uzbekistan "On the Cabinet of Ministers of the Republic of Uzbekistan", other laws of the Republic of Uzbekistan, as well as acts and orders of the President of the Republic of Uzbekistan;
- summarizes and prepares relevant analytical, reference, statistical materials and proposals on the instructions of the President of the Republic of Uzbekistan, the Prime Minister, his deputies and advisers, and also comprehensively works out issues requiring consideration in the Cabinet of Ministers;
- provides legal, organizational, technical, information, analytical and protocol support for the activities of the Cabinet of Ministers;
- ensures the fulfillment by state and economic management bodies, local executive bodies of the requirements of the regulations of the Administration of the President of the Republic of Uzbekistan and the Cabinet of Ministers when submitting to the Government draft regulatory legal acts, international treaties of the Republic of Uzbekistan and other documents requiring consideration by the Cabinet of Ministers;
- carries out a high-quality and comprehensive economic, financial and legal expertise, as well as an assessment of the regulatory impact of draft laws of the Republic of Uzbekistan and other regulatory legal acts submitted for consideration by the President of the Republic of Uzbekistan and adopted by the Government;
- organizes systematic control over the implementation by state and economic management bodies, local executive bodies, other bodies and organizations of the laws of the Republic of Uzbekistan, acts and orders of the President of the Republic of Uzbekistan and the Government, protocols approved following the visits of the President of the Republic of Uzbekistan in the territory of the republic, minutes of meetings, plans of practical measures ("road maps") held under the chairmanship of the President of the Republic of Uzbekistan, following the results of visits at the highest and high levels, develops organizational measures to ensure their implementation;
- develops and submits to the advisers of the Prime Minister, Deputy Prime Ministers, the Prime Minister proposals and specific (proactive) measures to solve problematic issues and implement promising tasks for the dynamic development of industries and spheres of the economy, as well as the territories of the republic;
- implements measures to improve the level of executive discipline, end the practice of numerous meetings, excessive correspondence and ineffective business trips;
- on the basis of modern information and communication technologies, forms and maintains relevant systematized databases on the most important priorities of the economy and social sphere, the implementation of state programs, the implementation of the laws of the Republic of Uzbekistan, acts and orders of the President of the Republic of Uzbekistan and the Government;
- ensures the holding of meetings of the Cabinet of Ministers and its Presidium, meetings and other events held with the participation of the President of the Republic of Uzbekistan, the Prime Minister, his deputies and advisers, monitors the implementation of decisions;
- organizes the work of commissions, councils and other interdepartmental collegial bodies of the Cabinet of Ministers, coordinates and controls the implementation of their decisions;
- prepares and ensures the implementation of the program for the development and submission of draft laws of the Republic of Uzbekistan to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, interacts with the chambers of the Oliy Majlis of the Republic of Uzbekistan and their committees on bills submitted by the Cabinet of Ministers, and also participates in their discussion and adoption at (plenary) meetings;
- ensures control over the preparation of materials related to the action plans of candidates for the positions of deputy prime ministers, ministers and chairmen of state committees, providing for legal, economic, social, organizational and technical measures interconnected with the action program of the Cabinet of Ministers to achieve targets and tasks for the future, when considering and approving their candidacies in the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan;
- ensures the preparation of materials related to quarterly reports of the Prime Minister and members of the Government on the progress of the implementation of the state program for the corresponding year, arising from the Message of the President of the Republic of Uzbekistan to the Oliy Majlis of the Republic of Uzbekistan, for their subsequent submission to the chambers of the Oliy Majlis of the Republic of Uzbekistan;
- considers appeals of individuals and legal entities addressed to the Cabinet of Ministers, in accordance with the requirements of the Law of the Republic of Uzbekistan "On Appeals of Individuals and Legal Entities";
- ensures the secrecy and protection of information constituting state secrets and other information protected by law;
- organizes informing the public about the activities of the Government in accordance with the established procedure.
The Office also performs other functions in accordance with the legislation.

The structure and the maximum number of employees of the Office are approved by decrees of the President of the Republic of Uzbekistan and the Cabinet of Ministers.
