On 14 October 2016, the 10th congress of the Uzbekistan People’s Democratic Party took place in Tashkent.

The congress considered issues of confirming a candidate for President of the Republic of Uzbekistan from the Uzbekistan People’s Democratic Party and his pre-election programme, party organizations’ goals and tasks during the election campaign as well as making changes to the charter of the Uzbekistan People’s Democratic Party. 

During the years of independence, the legal basis of the national electoral system was strengthened, including that for elections of President of the Republic of Uzbekistan. 

In accordance with the law of the Republic of Uzbekistan “On elections of President of the Republic of Uzbekistan”, only political parties have the right to put forward candidates for President of the Republic of Uzbekistan. 

During the congress of the Uzbekistan People’s Democratic Party, the chairman of the Central Council of the Uzbekistan People’s Democratic Party and leader of the party’s faction in the Legislative Chamber of Oliy Majlis (parliament) of the Republic of Uzbekistan, Hotamjon Abdurahmonovich Ketmonov, who had been put forward at the VI plenum of the party, was confirmed as the party’s candidate for President of the Republic of Uzbekistan. 

The congress’s delegates also discussed the pre-election programme of the candidate for President of the Republic of Uzbekistan from the Uzbekistan People’s Democratic Party. 

It was especially noted that the priorities of this programme based on the goals and tasks of the Uzbekistan People’s Democratic Party are the all-round development of all members of society and the provision of reliable social guarantees. In particular, its most important area is defined as the protection of the interests of the population’s sections in need of support from the state and society. 

Therefore, the pre-election programme includes issues of supporting and encouraging the provision of able-bodied citizens’ right to decently-paid jobs, encouraging in every way possible citizens’ initiative and enterprise, the creation of fair, equal and socially favourable conditions for young people starting living independently regardless of their social origin, the realization of their right to choose a profession, to get education and job placement, the implementation of a strong social policy, the formation of an effective pension and social benefit provision system guaranteeing the complete satisfaction of the vital needs of pensioners, people with disabilities, children deprived of parental care and other socially vulnerable categories of people. 

The congress specified party organizations’ important tasks relating to the participation of the Uzbekistan People’s Democratic Party in electoral campaigning for the elections of President of the Republic of Uzbekistan. 

Moreover, recommendations were given on the election headquarters’ work organization, the training of observers from the party, who will be taking part in the election campaign, the increasing of their knowledge, the creation of conditions for authorised representatives to exercise all their authority, and on the whole, on the effective conducting of electoral campaigning. 

During the congress, additions and changes were made to the party’s charter in accordance with the effective legislation. 

Appropriate decisions were taken on all the discussed issues.
