Meetings of the factions of the Democratic Party of Uzbekistan “Milliy tiklanish”, the Movement of Entrepreneurs and Businessmen – the Liberal Democratic Party of Uzbekistan and the People’s Democratic Party of Uzbekistan were held in the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan.

During the meetings, members of the factions considered the report on the execution of the State budget and budgets of the state trust funds of the Republic of Uzbekistan in the first half of 2017. They were attended by the heads of relevant ministries and departments, experts, representatives of the mass media.

At the meeting of the faction of the Democratic Party of Uzbekistan “Milliy tiklanish”, a report was made by the Deputy Minister of Finance of the Republic of Uzbekistan Y.Tursunov. 

As it is noted in the report, the consistent implementation of priority tasks identified by the President of our country Shavkat Mirziyoyev at the expanded meeting of the Cabinet of Ministers that was held on January 14 of this year and dedicated to eliminating the existing problems and shortcomings in sectors and regions, maintaining high rates of economic growth, implementing active investment policy, increasing the export potential, integrated development of regions is yielding significant results. 

According to the results of the first half of this year, the country’s gross domestic product grew by 7 percent, industrial production grew by 7,6 percent, agricultural products by 5,8 percent, retail trade by 11,1 percent. 

Members of the faction noted that the presence of modern industries in our country, an increase in the volume of exports of national products, further activation of the purchasing power of the population contributes to the growth of GDP. 

As the result of implementation of complex measures in the first half of 2017, the State budget was executed in accordance with approved parameters with a surplus of 0,1 percent to GDP. The level of inflation did not exceed the forecasted parameters. 

During the meeting, attention paid to ensuring the social orientation of state budget expenditures, development of science, education, culture and sport received a positive assessment, which is in tune with the party’s goals. 

During the discussion, members of the faction paid attention to issues related to the execution of the State budget envisaged in the party’s pre-election program. 

In particular, proposals were made on such issues as support for exporting enterprises, targeted use of privileges and preferences provided for in the tax legislation, further improvement of inter-budget relations, efficient spending of funds allocated from the budget. 

At the meeting of the faction of the Movement of Entrepreneurs and Businessmen – the Liberal Democratic Party of Uzbekistan, it was emphasized that the consistent implementation of priority tasks identified in the Action Strategy on five priority areas of development of the Republic of Uzbekistan in 2017-2021, in particular ensuring proportionality at all levels of the State budget, continuation of the policy of reducing the tax burden and simplifying the taxation system, further development of international economic cooperation and other events were reflected in the results of the first half of 2017. 

During the meeting, the execution of the revenue side of the State budget was also considered. As noted, in the first half of 2017, the revenues of the State budget grew by 17,6 percent compared to the same period last year, the forecast was fulfilled by 101,6 percent. 

Deputies also actively discussed the implementation of the expenditure part of the State budget. It was emphasized that in the first half of this year, the State budget expenditures were directed to the priority areas envisaged in the budget parameters, such as consistent increase in employment and real incomes of the population, improvement of social protection and healthcare system, the growth of women’s socio-political activity, implementation of targeted programs for construction of affordable housing, support and modernization of road, transport, engineering, communication and social infrastructure, improvement of the state youth policy. 

At the meeting it was emphasized that the complete withdrawal of 7 districts of the Republic of Karakalpakstan and Tashkent region, as well as 27 districts (cities) of other regions of the country from the subvention in the first half of this year was achieved as a result of measures taken on expanding the revenue base of local budgets, the transfer of their expenditures to the republican budget. 

At the meeting of the faction of the People’s Democratic Party of Uzbekistan, deputies paid special attention to ensuring the resolution of issues of employment of the population and its targeted social protection in the execution of the expenditure part of the State budget. 

The report indicates that the revenues of the State Employment Promotion Fund amounted to 21,4 billion sums, expenses – 21,1 billion sums. 

Targeted social protection of vulnerable segments of the population is identified as one of the priority areas of public policy. Despite this, deputies are not considering activities in this sphere as satisfactory. 

According to deputies, measures taken on early detection and prevention of congenital and hereditary diseases are not giving the expected results. 

Proposals were made on modernization of enterprises for the production of technical means of rehabilitation for the disabled. 

Proceeding from this, members of the faction of the People’s Democratic Party of Uzbekistan made a number of proposals on improving the state support for the disabled, and for all-round promotion of their education and employment. 

At the meetings, members of the factions approved a report on the execution of the State budget and budgets of the state trust funds of the Republic of Uzbekistan in the first half of 2017.
