Public Works Fund was established for ensuring employment of people who do not have a permanent source of income, attracting them to paid public works.

However, officials of various levels, despite such opportunities, turned the forced labor of budget organizations’ employees into a whole system. Only in 2018, the President allocated 714 billion sums to attracting unemployed people to public works. In the first quarter, it is 140 billion sums, but only 40 billion have been used to date. This shows that responsible persons do not know how to effectively use the available opportunities.
